If you are 65 or older, blind, or have a disability, and Social Security turned you down for SSI only because of your immigration status, you were not turned down because you have too much money. You were turned down because of a paper rule. California built a program to fill exactly that gap, and most people who qualify have never heard its name.

It is called CAPI, the Cash Assistance Program for Immigrants. It pays a monthly check that matches what SSI would have paid. It is built for legal (qualified) immigrants whose only barrier to SSI is their immigration status, not for people who have no qualifying immigration status. This guide covers who qualifies, how much CAPI pays in 2026, and the one office you go to apply.

The short version
  • What it is: A monthly cash benefit, paid entirely by the state of California, for aged, blind, or disabled immigrants who cannot get SSI because of their immigration status.
  • 2026 amount: Up to $1,233.94 a month for one person, $2,098.83 for a couple. Your check is this amount minus any income you already have.
  • The limits: Resources under $2,000 (single) or $3,000 (couple). Your home and one car do not count.
  • Today: Call your county social services office and ask to apply for CAPI. The form is the SOC 814.

Who CAPI is for

CAPI is for people who would get SSI, except that one immigration rule blocks them. If that is you, this is the program built for your exact situation. You do not need to already be receiving anything. You can be applying for the first time.

To qualify in 2026, you must meet all of these:

  • Age or condition: You are 65 or older, or you are blind, or you have a disability that meets the Social Security definition.
  • The immigration reason: You are a legal (qualified) immigrant whose only barrier to SSI is immigration status. CAPI covers people who would otherwise qualify for SSI but are blocked by an immigration rule, not people who have no qualifying immigration status at all. The specific qualifying immigrant categories are detailed, so confirm yours with your county.
  • California resident: You live in California and intend to stay.
  • Low income: Your income from all sources is below the payment standard (more on the exact math below). As a rough entry line, if your monthly income is below the maximum in the table further down, you may qualify.
  • Low resources: You have less than $2,000 in countable resources if single, or $3,000 if you are a couple. Your house and one car are not counted.

One term to clear up. "Resources" means things you own that can be turned into cash, like a bank balance or a second vehicle. It does not mean your monthly income, and it does not mean the home you live in. People talk themselves out of applying because they own a house. The house does not count.

How much CAPI pays in 2026

CAPI pays the same standard as SSI/SSP, the combined federal-and-state benefit. Because the program is tied to that standard, the amounts move every January. These are the 2026 figures, in effect now.

Your situationMaximum monthly CAPI (2026)
Aged or disabled individual$1,233.94
Aged or disabled couple$2,098.83
Blind individual$1,318.32
Blind couple$2,324.35
Child under 18 with a disability *$1,091.27

* A child living in someone else's household is paid at a lower standard (around $765.20). Confirm the figure for your situation with your county.

That is the maximum. Your actual check is the maximum minus your countable income. Say you are a single person with a maximum of $1,233.94 and you already receive $300 a month from another source. Your CAPI check would be $933.94. The program tops you up to the standard rather than paying it on top.

Verify the current amount before you count on it. These standards change every January with the cost-of-living adjustment. Confirm the figure for your situation on the CDSS CAPI page (cdss.ca.gov/capi) or ask your county worker for the current payment standard.

How to apply

CAPI is run by California counties, not by a single state office and not by Social Security. You apply where you live.

  1. Call your county social services or human services department. Search "[your county] social services CAPI" or call the main county line and ask for the Cash Assistance Program for Immigrants. This is the office that decides your case.
  2. Ask for the SOC 814. That is the application form, the "Statement of Facts" for CAPI. You can apply by phone, mail, fax, email, or in person, depending on your county.
  3. Ask whether you must apply for SSI first. Some counties require you to apply for SSI and bring back the notice denying you because of your immigration status before they process CAPI. Ask your county whether this is a prerequisite.
  4. Gather your documents. A worker will be assigned to you and will ask for immigration documents, proof of where you live (such as a rental agreement), and financial records like bank statements.
  5. Wait for the county notice. The county mails you a decision: approved, denied, or a request for more information. If they ask for more, send it by the date on the letter so your case stays open.

If filling out the form feels heavy, county staff and local nonprofit benefit counselors can sit with you and do it together. You are allowed to name an authorized representative to help.

Other help you may qualify for at the same time

Qualifying for CAPI often means you qualify for other California programs. But each one is a separate application with its own rules. Getting CAPI does not turn these on automatically.

  • Medi-Cal: California's Medicaid program covers many people on CAPI, but you apply for it separately through your county or Covered California.
  • CalFresh (food benefits): Many CAPI recipients are also eligible for monthly food assistance. It is a different application, and immigration eligibility rules for CalFresh are not identical to CAPI's, so check your own case.
  • In-Home Supportive Services (IHSS): If your disability means you need help with daily tasks at home, IHSS can pay for a caregiver. Separate eligibility, separate application.

The point is to ask your county worker, in the same conversation, "What else am I eligible for?" One visit can open more than one door, but only if you apply for each.

Frequently asked questions

Will applying for CAPI hurt my immigration status?

CAPI is a state-funded cash program. Public charge rules are a federal immigration matter and they change, so if this worries you, talk to an immigration attorney or an accredited representative about your specific status before you apply. A county benefits worker can also tell you how their program treats this.

I own my home. Am I over the resource limit?

No. The home you live in does not count toward the $2,000 or $3,000 resource limit, and neither does one car. The limit applies to countable resources like cash and bank balances.

Is CAPI the same as SSI?

The payment amount is the same standard, but they are different programs. SSI is federal. CAPI is California-funded and exists specifically for people blocked from SSI by their immigration status.

How long does a decision take?

Timing depends on your county and on how fast the needed documents come in. Once your worker has your full file, the county mails you a written decision. Respond quickly to any request for more information so your case is not closed for missing paperwork.

Bottom line

If an immigration rule is the only thing standing between you and SSI, CAPI is the program that fills that gap, and it pays up to $1,233.94 a month in 2026. The money is real and the door is your county social services office. Call them, ask for the CAPI application (the SOC 814), and ask in the same call what else you qualify for. Confirm the current payment standard before you plan around it.
